Electoral Area B

Project Summary - *Project Completed April 22, 2015*

The current zoning bylaw (No. 670) covers both Electoral Areas A & B.  This project will separate the bylaw into two distinct bylaws, one for each Electoral Area.  The primary focus of this project is Electoral Area B (Bylaw No. 1300-2013) as apart from minor housekeeping and mapping amendments there will be no review of the zoning that will apply to Area A (Bylaw No. 1282-2013). 

Public Hearing

A public hearing was held for Zoning Bylaw No. 1300-2013 on Wednesday February 18, 2015 at 4 pm in the Mezzanine Room at the Lillooet Rec Centre.

Area B Zoning Review Timeline

  • Advertisements were placed in the Lillooet News in March 2013 asking for applications from Area B residents to sit on a Zoning Steering Committee.
  • Following receipt of applications, eight residents were appointed to the committee, representing the five general community areas of Seton Portage (2), Texas Creek (2), Fountain Valley (1), Yalakom Valley (1), and Pavilion Lake (2).
  • An initial online survey was conducted in May 2013 in order to collect general information on land use issues in Area B. 
  • A meeting with the Zoning Steering Committee was held to discuss the results of the survey and land use issues in Area B from the perspective of the committee members.
  • A public open house was held on Tuesday, July 30th from 4:00 p.m. to 7:00 p.m. at the Lillooet REC Centre in Room 201, 930 Main Street in Lillooet. 
  • Electoral Area A Zoning Amendment Bylaw No. 1282 which amends Zoning Bylaw No. 670, and the new Electoral Area B Zoning Bylaw No. 1300 both received first reading at the SLRD Board meeting on September 30, 2013.
  • Referrals were sent out to various provincial agencies and First Nations.  Both bylaws were brought to the January Electoral Area Directors committee meeting in preparation for receiving an amended first reading at the January Board, however, the bylaws were deferred to February.
  • The bylaws were brought to the February Board meeting to be given 1st reading as amended and to initiate a second referral process.  This was due to the number of changes proposed based on referral comments, as well as to address the Federal regulatory changes regarding medical marihuana.
  • The second referral period was completed, and at the May 2014 SLRD Board meeting the bylaws were given second reading as amended and the public hearing was scheduled.
  • The public hearing was held on Wednesday June 18 at 4 p.m. at the Lillooet REC Centre (Room 201).
  • The public hearing was comprised as noted below, and at the July 28, 2014 meeting the SLRD Board decided to quash the public hearing (public hearings for all bylaws with medical marihuana regulations were affected) and require a second public hearing.
  • The second public hearing has not yet been scheduled.  Work continues on the project as revisions are considered to Bylaw No. 1300 prior to being taken back to the SLRD Board. 
  • A presentation regarding proposed zoning changes was made at a November 19, 2014 combined meeting of the Area B Zoning Steering Committee, the Area B Agricultural Advisory Committee, and the Area B Agricultural Plan Working Group.  The presentation reviews proposed changes to Area B Zoning Bylaw No. 1300 that are different than the previous July 2014 version of the bylaw.
  • A revised DRAFT version of Zoning Bylaw No. 1300-2013 is available for public comment as of December 19, 2014.  This version has not been presented to the SLRD Board.  A summary of changes from Bylaw No. 670 to Bylaw No. 1300 is outlined HERE.  The DRAFT bylaw text and map are available here:

  • Zoning Bylaw No. 1300 received second reading as amended at the Jan. 28, 2015 SLRD Board meeting.  A public hearing has been scheduled for Wednesday February 18, 2015 at 4 pm in the Mezzanine Room at the Lillooet Rec Centre.
  • The public hearing was held on Wednesday February 18, 2015 as noted above.  Zoning Bylaw No. 1300 received third reading as amended at the February 25, 2015 Board meeting.  The bylaw received approval from the Ministry of Transportation & Infrastructure on March 18, 2015 as per s. 52(3)(a) of the Transportation Act.
  • Zoning Bylaw No. 1300 was adopted at the April 22, 2015 Board meeting.

Public Hearing - Compromised

The public hearing for the Electoral Area B Zoning Bylaw No. 1300, including medical marihuana provisions was held on Wednesday June 18 at 4 p.m. at the Lillooet REC Centre (Room 201).  However, Zoning Bylaw No. 1300 will need to have a second public hearing due to a procedural issue; specifically, the public hearing was compromised due to individual members of the Board being personally contacted after the close of the public hearing by an individual making submissions against the adoption of the bylaw.  The second public hearing has not been scheduled at this time.

Process 

It is customary that zoning bylaws be reviewed every 5-10 years, or after the adoption of a new Official Community Plan (OCP), since the policies of the plan are the basis for the zoning regulations.  This is done to ensure that the regulations reflect the needs of the community and don’t become out of date.  In the case of Area B, it has been almost 14 years since the zoning bylaw was adopted, and a major OCP review was completed in the last five years.

The project is in progress, and the SLRD is hoping to hear from you about your thoughts on the issues and opportunities in your community.  We established a Steering Committee to act as a working group to identify issues, discuss opportunities, and seek solutions. This committee has representatives from communities in Electoral Area B.
