The SLRD does not have any regulations or policies to deal with campgrounds in detail apart from very basic and general regulations in zoning bylaws where a campground may be a permitted land use in a zone. As campgrounds can be an intensive and potentially disruptive use, it was deemed necessary to have specific regulations to address the use separate from a zoning bylaw.
The proposed campground bylaw would apply to privately owned campgrounds on private or Crown land within Electoral Areas A, B, C and D of the regional district, and would require a campground owner to obtain a permit. It would not apply to provincial campgrounds. The primary intent of the bylaw is to ensure the development of campgrounds in an ecologically and environmentally appropriate manner that are sited in suitable and non-intrusive locations. The bylaw is intended to ensure that campgrounds promote the conservation and management of habitat, wetlands and steep slopes.
The bylaw would apply to all new private campgrounds proposed in the SLRD - it does not change any zoning regulations in any Electoral Area. It ensures that where a campground is a permitted use by default, there is a campground permit required so that key safety, servicing, and access issues can be adequately addressed. It would also require existing campgrounds that are looking to expand to get a permit from the SLRD. This would allow existing campgrounds to be brought up to the same standards over time.
The SLRD Electoral Area Directors committee has recommended to the SLRD Board that the proposed Campground Bylaw No. 1568-2018 (revised since it was first seen by the Board in May 2018) 1st reading and present the draft bylaw to the public for comments.
A community meeting will be held on Wednesday, February 13, 2019 at the Blackwater Creek Elementary School (9667 Pemberton Portage Road, D’Arcy) from 7 PM to 8:30 PM. The purpose of the meeting will be to present the draft Campground Bylaw, answer questions and request input from the community.
The following staff reports and bylaws provide an update on the proposal. The campground bylaw was first considered by the SLRD Board in May 2018. The bylaw was revised based on further review and was presented at the November 14, 2018 Electoral Area Directors committee meeting. The bylaw will be considered for 1st reading at the November 28, 2018 SLRD Board meeting so that it can be presented in draft form to the public for comment.
