Lillooet Landfill Service

Bylaw No. 1834-2023 (Squamish-Lillooet Regional District Lillooet & Area Refuse Disposal Local Service Conversion and Establishment Bylaw No. 508, 1993, Amendment Bylaw No. 1834-2023) amended, will proceed to the Province for approval from the Inspector of Municipalities, allowing for an increase to the maximum requisition.
If approved, the Bylaw will allow an increase to the maximum requisition for the Lillooet Landfill Service to $488,074.
Increasing the maximum requisition limit does not mean that there is a requirement to raise the requisitioned tax amount – any determination of taxation increase to the service will be undertaken as part of the normal budgeting process. Increasing the allowable limits via bylaw will allow the service to continue maintaining existing service levels and provide for the flexibility for incremental future increases as required.
Bylaw 508 amendments require the consent of at least 2/3 of the participants to proceed in accordance with section 349(1) of the Local Government Act. The service areas of Bylaw 508 are District of Lillooet, Electoral Area A and Electoral Area B and are deemed a ‘participating area’ for the purpose of providing consent; at least two of these need to approve an amendment to increase the maximum requisition.
On December 14, 2023, participating area approval and consent from the Directors of Electoral Area A and Electoral Area B was received.
The District of Lillooet Council, at their regular meeting on December 5, 2023, considered participating area approval via resolution and subsequently opposed providing consent on behalf of their electorate.
The Squamish-Lillooet Regional District (SLRD), as per Board direction, is seeking participating area approval and consent for Squamish-Lillooet Regional District & Area Refuse Disposal Local Service Conversion and Establishment Bylaw No. 508, 1993, Amendment Bylaw No. 1834-2023.
The Bylaw was given first three readings at the November 22, 2023 SLRD Board meeting.
Participating Area Approval has been received from Electoral Area A and Electoral Area B, and will be considered by the District of Lillooet at their Council meeting on December 5, 2023.
Following consent of the participating areas the Bylaw will be sent, with supporting materials, to the Inspector of Municipalities for approval, pursuant to the Community Charter and the Local Government Act.
If approved, the Bylaw will allow an increase to the maximum requisition for the Lillooet Landfill Service to $488,074.
Updates will be shared on the SLRD website and through social media, as more information is available.
Background
The SLRD provides the Lillooet & Area Refuse Disposal Service for Electoral Areas A and B and the District of Lillooet.
The current contract with the operator at the Lillooet Landfill expires September 1, 2024 and the operator will not be renewing, therefore, it is necessary for the SLRD to hire a new contractor. Due to anticipated cost escalations associated with operating the Lillooet Landfill, as well as community outreach requests for additional services, there is a requirement to increase the service’s maximum requisition amount within SLRD Bylaw 508. In order for the new maximum requisition amount to be available for 2024, Bylaw 1834 must be adopted prior to the SLRD’s Financial Plan adoption, which is due March 31, 2024.
Financial Implications
Current maximum tax requisition
The current maximum tax requisition for the Lillooet Landfill Service is $100,000. At this current maximum, the average residential property in the service area (Electoral Areas A and B and the District of Lillooet) would pay an estimated $30.35 annually. This is using the most recent BC Assessment valuations for the service area, leading to the average residential home valued at $357,507.
Proposed maximum tax requisition
The proposed new maximum requisition of $488,074 using the same average residential property would equate to an estimated annual taxation of $148.08 for the service. This is a difference of $117.73 annually.
Implications
Increasing the maximum requisition limit does not mean that there is a requirement to raise the requisitioned tax amounts. Any determination of taxation increases will be undertaken as part of the budgeting process. Increasing the allowable requisition limit via bylaw amendment will allow the service to continue maintaining existing service levels and provide for the flexibility for incremental future increases as required.
The full amount of the new maximum tax requisition would not be needed in 2024; however, when considering the anticipated cost escalations, the current maximum of $100,000 would not be sufficient for the operations of the service in 2024.
