We're pleased to share the December 2016 Squamish-Lillooet Regional District Update, summarizing the highlights from the SLRD Board and Committee meetings of December 2016. (Meeting agendas and minutes of the various meetings summarized here are available here).

As we go into our budget season I invite you to have a closer look at our Board packages. They include spending proposals for 2017 and our Board would love to hear your input. Britannia Beach Volunteer Fire Department

The Board appointed David Rittberg as the Fire Chief for the Britannia Beach Volunteer Fire Department (BBVFD) effective November 1, 2016. The SLRD gratefully recognized the 8 years of service and leadership given to the communities of Britannia Beach and Furry Creek by outgoing BBVFD Fire Chief Steve Virgint.

Garibaldi at Squamish

The SLRD advised Environmental Minister Polak and Forests, Lands and Natural Operations Minister Thomson in a letter co-signed by the SLRD’s Member Municipalities (Squamish, Whistler, Pemberton and Lillooet) that: the Garibaldi at Squamish (GAS) project is inconsistent with the SLRD’s Regional Growth Strategy (RGS); that no amendment will be made to the RGS to make the GAS project consistent with the RGS as the proposed GAS development is inconsistent with the SLRD’s growth management objectives; and that the SLRD and its Member Municipalities have serious concerns regarding the establishment of new urban communities or destination resorts in the SLRD outside of existing community boundaries.

Regional Growth Strategy

A minor amendment will be made to the SLRD Regional Growth Strategy Bylaw to make text amendments to strengthen and clarify that growth and settlement be directed towards Member Municipalities and Master Planned Communities.

10 Mile Slide – Highway 99 North

The SLRD acknowledged the efforts of the Ministry of Transportation and Infrastructure, MLA Jackie Tegart (Fraser-Nicola) and Xaxli'p First Nations Chief Darrell Bob, and the collaboration between those parties, leading to the $60 million funding announcement by the Province to stabilize the Ten Mile (Fountain) slide on Highway 99.

Highway 12 – Lillooet to Lytton

A letter will be sent to Transportation and Infrastructure Minister Stone raising the need to upgrade and pave Highway #12.

Electoral Area C Zoning and Official Community Plan Bylaws Update

A public house will be held to discuss proposed changes to the Area C Zoning and Official Community Plan bylaws as well as the termination of the following Land Use Contracts: Edwards Kia Ora Court; McGillivray Falls; Ponderosa Estates; Birkenhead Lake Estates; and 4D Ranch.

CREATE Forum Summary Report / Next Steps

The following three items will be continued or actioned as noted in the Community & Regional Economic Action: Together for Everyone (CREATE) Forum Report:

  1. Leadership/relationship building with the Northern St’at’imc;
  2. A meeting will be convened to discuss the formation of a Destination Management Organization; and
  3. Continuation of efforts to form a Regional Economic Development Working Group.

Off-Road Vehicle Use on Public Roads

A letter will be sent to the Lillooet RCMP regarding Off Road Vehicle (ORV) use on public roads in unincorporated areas, and requesting a meeting to discuss the use of such roads by ORVs.

Flood Monitoring in the Pemberton Valley

The SLRD supported the Pemberton Valley Dyking District in sending a joint letter, along with the Village of Pemberton and the Lil’wat Nation, to the Minister of Forests, Lands, and Natural Resource Operations regarding the limited warning received from the River Forecast Centre about impending high water events in the Pemberton Valley in 2015 and 2016 and requesting that resources be made available to the River Forecast Centre to improve their modelling and forecasting of high water events in the Pemberton Valley.

Electoral Area D Official Community Plan Bylaw

An amendment to the Electoral Area D Official Community Plan Bylaw will be prepared to redesignate the upper 11 lots on Copper Drive from Mixed Residential to Single Family Residential.

Directors’ Remuneration Bylaw

A bylaw was adopted which outlines the Board of Directors’ updated remuneration system

Britannia Beach and Furry Creek Wastewater Treatment Plants - Solar Panel Retrofits

$80,000 was allocated from Area D Gas Tax Community Works Funds towards solar panel retrofits for lighting at the Britannia Beach and Furry Creek wastewater treatment plants.

Emergency Shelter - Lillooet Friendship Centre Society

$5,000 from Area B Select Funds was approved for the Lillooet Friendship Centre Society for the emergency/homeless shelter in Lillooet that was opened as a response to the extreme cold weather, with such funds to be used to assist with the costs of minimal staffing, utilities, sleeping mats, meals, personal hygiene and cleaning supplies.

Northern Development Initiative Trust

The SLRD submitted an application for the $50,000 2017 Economic Development Capacity Building grant available through Northern Development Initiative Trust.

“BC AWARE DAYS”

The SLRD joins the ISACA (Information Systems Audit and Control Association) to officially proclaim January 30 to February 10, 2017 as BC AWARE DAYS - BC AWARE Campaign 2017 for Privacy & Security Awareness.

Volunteer Fire Department Societies

A letter was sent to the Office of the Fire Commissioner regarding the ability of societies that operate volunteer fire departments to obtain liability insurance, specifically with respect to members entering onto private property, and to request changes to the Fire Safety Act to provide the statutory authority for such entry onto private property by volunteer fire department societies

 

Regional District Update is published monthly by the Squamish-Lillooet Regional District. The SLRD Board generally meets on the 4th Wednesday of each month at 10:30 am at 1350 Aster Street, Pemberton, BC. Members of the public are invited to attend.
