The Squamish-Lillooet Regional District received a zoning amendment application for Whistler Olympic Park to permit seasonal campground use, including 26 tent and 20 RV sites, as part of the existing Crown land tenure. The tenure area is zoned Backcountry Commercial (Whistler Olympic Park) (BC3) in Squamish-Lillooet Regional District Electoral Area D Zoning Bylaw No. 1350-2016. The proposed campground use is limited to a disturbed area in close proximity to the existing day lodge, as shown on the mapping.
This rezoning is contemplated in Squamish-Lillooet Regional District Electoral Area D Official Community Plan, Bylaw No. 1135-2013, which states:
5.8 Commercial - Whistler Olympic Park Designation
Policy 5.8.7 Limited tourist accommodation in the form of a lodge, RV or tent camping, or overnight cabins where directly auxiliary to an outdoor recreation use, sport training or event, may be considered by way of a rezoning.

Current Status
At the March 18, 2020 Board meeting, it was resolved:
THAT staff proceed with review of the Whistler Sport Legacies/Soane zoning amendment application for a proposed seasonal campground use for the Crown land tenure area on unsurveyed Crown Land in the Vicinity of DL 6013, Group 1, NWD (5 Callaghan Valley Road, Whistler) and preparation of a zoning amendment bylaw.
At the April 22, 2020 Board meeting, it was resolved:
THAT Bylaw 1673-2020, cited as “Squamish-Lillooet Regional District Electoral Area D Zoning Bylaw No. 1350-2016, Amendment Bylaw No. 1673-2020” be introduced and given first reading.
THAT Bylaw 1673-2020, cited as “Squamish-Lillooet Regional District Electoral Area D Zoning Bylaw No. 1350-2016, Amendment Bylaw No. 1673-2020” be referred to the appropriate First Nations, Resort Municipality of Whistler, District
of Squamish, and provincial agencies including the Ministries of Transportation & Infrastructure, Forests, Lands, Natural Resource Operations and Rural Development, and Environment for comment.
Following the referral period, the proposed bylaw was brought back for consideration of second reading at the May 27, 2020 Board meeting. At that meeting, it was resolved:
THAT Request for Decision - Whistler Sport Legacies Society/Soane - Zoning Amendment Application - Whistler Olympic Park - Seasonal Campground Use (Second Reading) be deferred to the June 24, 2020 SLRD Board meeting.
At the June 24, 2020 Board meeting, it was resolved:
THAT Bylaw No. 1673-2020, cited as “Squamish-Lillooet Regional District Electoral Area D Zoning Bylaw No. 1350-2016, Amendment Bylaw No. 1673-2020” be read a second time.
THAT staff mail letters to the following parties (as major tenure and stakeholders in the Callaghan Valley) to invite their written input in respect of Squamish-Lillooet Regional District Electoral Area D Zoning Bylaw No. 1350-2016, Amendment Bylaw No. 1673-2020:
- Cheakamus Community Forest;
- Blackcomb Snowmobile Adventures;
- Canadian Wilderness Adventures;
- Callaghan Country; and
- Ministry of Forests, Lands, Natural Resource Operations and Rural Development.
THAT the Board direct staff to schedule and advertise a public hearing and delegate the holding of the public hearing to Electoral Area D Director Tony Rainbow with Director Jen Ford as alternate delegate pursuant to Section 469 of the Local Government Act, for the consideration of Bylaw No. 1673-2020, cited as “Squamish-Lillooet Regional District Electoral Area D Zoning Bylaw 1350-2016, Amendment Bylaw No. 1673-2020”, with the public hearing to be held electronically in accordance with Ministerial Order No. M192 and Board Policy No. 23-2020 - Policy regarding Public Hearings during the COVID-19 Pandemic.
At the August 26, 2020 Board meeting, it was resolved:
THAT Bylaw No. 1673-2020, cited as “Squamish-Lillooet Regional District Electoral Area D Zoning Bylaw No. 1350-2016, Amendment Bylaw No. 1673-2020" be deferred until information about the sign/closed Madeley Lake road can be determined, including the rationale for it, and brought back to a future Board
meeting.
