This report includes: a region-wide local government structure analysis, an exploration of the potential for northern area sub-regional partnerships, a review of board efficiency and decision-making, and an overview of service delivery mechanisms for regional and sub-regional services. The report includes a series of conclusions and recommendations for consideration.
