Plan Status

The final draft version of the Solid Waste and Resource Management Plan (SWRMP) was completed in early 2016 and adopted by the SLRD Board of Directors on March 16, 2016. The SWRMP has been submitted to the Ministry of Environment for review and approval.

Plan Development

In British Columbia, regional districts are required under the Provincial Environmental Management Act to develop Solid Waste Management Plans. Solid Waste Management Plans provide a long term vision for how regional districts manage their solid waste, including waste reduction, diversion and disposal activities. 

The SLRD Solid Waste Management Plan is currently being updated and is due for completion in 2016.

The Squamish–Lillooet Regional District Board of Directors identified Solid Waste Management Planning a priority in 2013. The SLRD has appointed a consulting team to assist and develop a new regional plan under the updated title of Solid Waste and Resource Management Plan (SWRMP) to better reflect that what was traditionally viewed as waste isn't merely a throwaway, but also a resource. A summary of the stages of the planning process is shown below.

Regional Plan Advisory Committees, which consist of public, local government and technical representation, are working together to provide input in the new Solid Waste & Resource Management Plan. Established for both the South (Furry Creek to Pemberton) and the North (Gold Bridge to Lillooet) areas of the region, the advisory committees will identify options to address the region's future solid waste management needs, recommend preferred options, and assist with community consultation.

Stage 1 - Current System Evaluation (Complete)

The first step in the review was to create The Stage 1 Report: Existing System Review. The report assesses the status of the region’s current waste management systems and the results of the 2007 Solid Waste Management Plan.

Stage 2 - Analysis and Evaluation of Waste Management Options (Complete)

The Stage 2 Report was completed in April 2015 and encompasses the vision for waste management developed by the Advisory Committees. This document established the targets, goals, and initiatives for the management of solid waste in the SLRD over the next ten years. 

Development of the Stage 2 report was initiated upon completion of the Stage 1 report with the inaugural combined Advisory Committee meeting in early 2014. During their meetings, the Advisory Committees created a number of high-level goals for the new SWRMP. A copy of the DRAFT vision with goals to direct Solid Waste and Resource Management in the SLRD is available here.

The analysis and evaluation of waste management options, summarized below in Technical Memos, has been presented to the Advisory Committees.

Stage 3 - Plan Consultation and Finalization (Complete)

Throughout the summer and fall of 2015, the SLRD received public and municipal feedback on the Stage 2 report and has incorporated this information into the Stage 3 report, or Final DRAFT of the Solid Waste and Resource Management Plan.

The Let’s Talk Trash tour was conducted in the summer of 2015. We held several events for you to provide input about the regional solid waste plan and ask any questions about recycling, composting or waste disposal. Let’s Talk Trash events in the region:

  • LILLOOET: Saturday, June 20th, 2015, 11:30 a.m. - 1:30 p.m. @ the Lillooet Landfill
  • PEMBERTON: Friday, July 24th, 2015, 3:00 p.m. - 6:00 p.m. @ Pemberton Farmers Market
  • WHISTLER: Wednesday, August 5th, 2015, 12:00 p.m. - 4:00 p.m. @ Whistler - Nesters Depot

The Advisory Committees reviewed and commented on the feedback received from the public surveys, events, and municipal council presentations during the fall of 2015 and highlighted areas of importance that should be included in the final plan. In January 2016 the Advisory Committees reviewed and approved sending the Stage 3 report to the SLRD Board for adoption. The Solid Waste and Resource Management Plan was reviewed and adopted by the SLRD Board on March 16, 2016.

Following the adoption of the SWRMP, the SLRD requested letters in support of the plan from each of the member municipalities to accompany the plan's submission to the Ministry of Environment. After receiving these letters the SWRMP was submitted to the Ministry of Environment on June 21, 2016.

Next Steps in the SWRMP Update

The Ministry of Environment is currently reviewing the SWRMP. Once the Ministry has completed its review it may recommend changes, or the Minister of Environment will approve the plan.
