Public Notice is hereby given in accordance with Section 466 of the Local Government Act that a Public Hearing will be held in person regarding the following bylaws:

  • Squamish-Lillooet Regional District Electoral Area B Zoning Bylaw No. 1300-2013, Amendment Bylaw No. 1752-2022
  • Squamish-Lillooet Regional District Electoral Area B Official Community Plan Bylaw No. 1073, 2008, Amendment Bylaw No. 1776-2023

The Public Hearing will take place Thursday, November 2, 2023 at 6:00 p.m. in Room 201 at the Lillooet & District REC Centre, 930 Main Street, Lillooet

 

PURPOSE OF BYLAW No. 1752-2022

Bylaw No. 1752-2022 proposes amendments to the Squamish-Lillooet Regional District Electoral Area B Zoning Bylaw No. 1300-2013. The following are key amendments proposed as part of this zoning amendment bylaw:

  • Agricultural changes including creation of a new Agriculture (AGR1) Zone, amendments to agricultural cannabis production and cannabis retail, and changes to regulations around residential uses of Agricultural Land Reserve (ALR) land. These amendments are important to create consistency with the uses allowed in the Agricultural Land Commission Act.
  • Changes to clarify and create consistency around the calculation of gross floor area.
  • Amendments to the definition of recreational vehicle which are intended in part to clarify that this is a form of temporary accommodation.
  • Other minor amendments include changes and additions to definitions and additional uses added as uses permitted in all zones.

 

PURPOSE OF BYLAW No. 1776-2023

Bylaw No. 1776-2023 proposes amendments to the Squamish-Lillooet Regional District Electoral Area B Official Community Plan Bylaw No. 1073, 2008. The following are key amendments proposed as part of this Official Community Plan (OCP) amendment bylaw:

  • Updates to general formatting and outdated references.
  • Agricultural changes including updates to the Agriculture Context paragraph and agricultural policies.
  • Minor update to the Parks Context paragraph to reflect current parks within the region.
  • Amendments to the Development Permit Areas (DPAs) and Natural Hazards sections. Changes include a new Farmland Protection and Intensive Development Form and Character DPA, and Natural Hazard policy changes.

 

Bylaw No. 1752-2022 and 1776-2023 are both intended to reflect changes to the Agricultural Land Commission Act (ALCA) and ALR Regulations. The Zoning Amendment Bylaw (No. 1752-2022) cannot be adopted before the OCP Amendment Bylaw (No. 1776-2023). While the area covered by these bylaws is the entire Electoral Area B of the Squamish-Lillooet Regional District, these changes may be more applicable to agricultural properties and land near agricultural properties.

PUBLIC PARTICIPATION

All persons who believe that their interest in the property is affected by the proposed bylaw shall be afforded a reasonable opportunity to be heard or to present written submissions respecting matters contained in the bylaw at the public hearing. All persons can 1) submit written comments; and/or make oral representations in person at the public hearing.
