Objective
The objective of PDIF is to provide funds to assist local, not-for-profit organizations offering either arts, recreation and culture, or economic development programs, projects, initiatives or special events which benefit residents of the Village of Pemberton (Village) and Electoral Area C of the Squamish-Lillooet Regional District (SLRD).
Fund Overview
PDIF funding is generated through taxation. The maximum annual requisition amounts for each funding stream are set in the applicable service establishing bylaw as being the greater of a specific flat rate or an amount equal to the amount that could be raised by a property value tax rate at a set rate per thousand applied to the net taxable value of land and improvements.
Administration
PDIF is administered by the Pemberton Valley Utilities and Services (PVUS) Committee, which is a committee of the SLRD Board comprised of elected and appointed officials of the SLRD and the Village. Based on recommendations from the PVUS Committee, funding applications are considered for approval by the SLRD Board.

PDIF Funding Types
The PDIF Program is comprised of two separate funding streams – Economic Development and Arts, Culture and Recreation. Funding applicants must determine which funding stream their application falls under based on the purpose of their organization and its programming:

*The amount available for new applications will vary, depending on how much of the annual funding pool for each stream has been committed to recipients.
After determining the stream, applicants can choose one of three types of funding:
- Long-term Agreement Funding - funded organizations enter into long-term funding agreements, up to five years in length, with consistent annual funding amounts (up to a maximum contribution of $15,000 per year);
- One-time Funding - funded organizations receive a one-time funding disbursement (up to a maximum contribution of $7,000 per year).
- Fee waivers - funding provided from the PDIF to an organization/group for support or assistance on a short-term basis to cover fee waivers or reduction in rental fees for the Squamish-Lillooet Regional District Pemberton and District Recreation Facilities and Services as per the Existing Fees and Charges Bylaw (up to a maximum contribution of $1, 500 per organization per year).
Pemberton and District Initiative Fund Policy No. 16-2020 contains guidelines for applicants to help them understand which area and funding stream will be best suited to their application.
Eligibility
All organizations that receive this funding must be not-for-profit organizations, community groups, entities, or societies based within the Pemberton and District regional area (i.e., residents of the Village and SLRD Electoral Area C) that PVUS considers to be contributing to the general interest, benefit, and well-being of its residents. Applications from commercial/for-profit ventures will not be considered.

Requirements for Applicants - How to Apply
- Read Pemberton and District Initiative Fund Policy No. 16-2020. The policy contains guidelines for applicants, including information on funding streams and funding types, eligible projects and expenditures, maximum recommended requests, what to include in the application and details of how to apply. Please note there may be additional requirements for successful applicants to complete prior to funds being disbursed, including signing a funding agreement and providing evidence of suitable insurance coverage. Applicants may contact SLRD staff with questions or request details ahead of applying.
- Fill out the application form and submit to the SLRD (more information below).
- Applicants may be required to attend the PVUS meeting at which the request is being considered to present more information on their request.

Requirements for Recipients - Reporting
Reporting requirements have been streamlined as of July 2025. Recipients are encouraged to review the policy for current reporting requirements and applicable reporting forms: Pemberton and District Initiative Fund Policy No. 16-2020
Depending on the type of funding approved, successful applicants may be required to complete reporting:
- One-time applicants: a final written report within 90 days of completing the activity/ event/ program.
- Long-term applicants: The minimum requirement is a progress report due once a year, and written report and presentation required for the final report. Progress reports presentations may be required depending on the annual funding amount approved.
Reports request information, including an outline of the impact the grant had on the organization and community, including the primary accomplishments of the project/event and a financial summary of the activity/ event/ program.
