- Electoral Area D
The application for Temporary Use Permit No. 64 (TUP 64) applies to Lot A, except the portion of dedicated road on Plan BCP28651, District Lots 1583, 2001 & 7034, Plan 21576 located in Britannia South, Electoral Area D. The subject property is owned by Tiger Bay Development Corporation, the proponent is LandSea Camp Services and Cameron Chalmers Consulting is LandSea’s agent.
The application is for a three year Temporary Use Permit (TUP) to operate a 500 - 550 private rooms work camp on the property. The proposed TUP site comprises about 4 hectares of a 15.4 hectare parcel in Britannia South that is designated Single Family Residential (up to 15 residential units per hectare) in the Electoral Area D OCP and designated as Master Planned Community in the Regional Growth Strategy (RGS). The subject property is zoned Rural Resource 3 (RR3) under Squamish-Lillooet Regional District Electoral Area D Zoning Bylaw No. 1350-2016. Although work camp is not a permitted use in the RR3 zone, the zoning bylaw designates all land (with a few exceptions such as open space and environmentally sensitive areas) in Electoral Area D as a temporary use permit area.
The proposed work camp consists of modular housing units located just south of the proposed Britannia Arts and Adventure Market TUP 57. The buildings proposed are single-storey modular units that will be transported by truck and placed on the site. Each accommodation complex will provide 30 to 38 private 14 m2 (150 square foot) rooms with ensuite washrooms and a shared laundry room. These complexes will be connected by enclosed corridors to the recreation and cooking/dining facilities. The proposed recreation space includes a common media/games room with televisions, pool tables, and game consoles, and a complete exercise complex with a variety of equipment.
The following SLRD Committee of the Whole recommendation was adopted by the Regional District Board on May 22, 2019:
THAT the applicant conduct a public information meeting, with respect to Temporary Use Permit #64 Work Camp - Britannia Beach South, prior to publishing the Local Government Act s.494 notice of consideration of permit, and after referral comments are received and information is available about the user agreements between the proponent and Woodfibre LNG and FortisBC.
THAT, with respect to Temporary Use Permit #64 Work Camp - Britannia Beach South, notation should be included in the permit that “Renewal of this Temporary Use Permit is not guaranteed”.
THAT, with respect to Temporary Use Permit #64 Work Camp - Britannia Beach South, issuance of a Temporary Use Permit be contingent on a finalized user agreement between LandSea and Woodfibre LNG and/or FortisBC that identifies the number of beds required, peak occupancies and maximum beds required where project schedules overlap.
THAT, with respect to Temporary Use Permit #64 Work Camp - Britannia Beach South, the applicant submit a plan for identifying unpaved accesses and parking spaces and for on-going, environmentally friendly dust control of these areas.
THAT the main motion be amended to add the words "and landscaping" after "parking spaces" in the main motion.
THAT, with respect to Temporary Use Permit #64 Work Camp - Britannia Beach South, there be further consideration and definition of an amenity package before a permit is brought back to the Board for consideration.
A public information meeting was held on June 3, 2019. A summary of comments received at the meeting and subsequent written correspondence will be included in the staff report to the Regional District Board.
TUP #64 will be brought back to the Regional District Board for consideration when referral comments have been received and when other conditions have been addressed.
