Notice of virtual Public Hearing for Area B - January 18, 2024

Public Notice is hereby given in accordance with Section 466 of the Local Government Act that a second Public Hearing will be held regarding the following bylaw:

  • Squamish-Lillooet Regional District Electoral Area B Zoning Bylaw No. 1300-2013, Amendment Bylaw No. 1752-2022

PURPOSE OF BYLAW No. 1752-2022

Bylaw No. 1752-2022 proposes amendments to the Squamish-Lillooet Regional District Electoral Area B Zoning Bylaw No. 1300-2013. The following are key amendments proposed as part of this zoning amendment bylaw:

  • Agricultural changes including creation of a new Agriculture (AGR1) Zone, amendments to agricultural cannabis production and cannabis retail, and changes to regulations around residential uses of Agricultural Land Reserve (ALR) land. These amendments are important to create consistency with the uses allowed in the Agricultural Land Commission Act.
  • Changes to clarify and create consistency around the calculation of gross floor area.
  • Amendments to the definition of recreational vehicle which are intended in part to clarify that this is a form of temporary accommodation.
  • Other minor amendments include changes and additions to definitions and additional uses added as permitted in all zones.

Bylaw No. 1752-2022 is intended to reflect changes to the Agricultural Land Commission Act (ALCA) and ALR Regulations. The area covered by this bylaw is the entire Electoral Area B of the Squamish-Lillooet Regional District.

BACKGROUND (New Information)

Bylaw No. 1752-2022 was the subject of an in-person Public Hearing held in Lillooet on November 2, 2023. Following the Public Hearing, it was determined that the mapping that forms part of the bylaw contained an error.

The mapping shows parcels proposed to be rezoned under the new agricultural zoning. All parcels with less than 50% of their land base in the ALR are proposed to be split-zoned (land in the ALR will be zoned AGR1 and land outside of the ALR will retain existing zoning). All parcels with 50% or more of their land base in the ALR are proposed to be fully rezoned to AGR1.

Parcels proposed to be fully rezoned to AGR1 were not shown on the mapping when the previous Public Hearing was held. The bylaw mapping has now been amended.

PUBLIC PARTICIPATION

All persons who believe that their interest in the property is affected by the proposed bylaw shall be afforded a reasonable opportunity to be heard or to present written submissions respecting matters contained in the bylaw at the public hearing. All persons can 1) submit written comments; and/or make oral representations LIVE via online video or phone conferencing (your image will not be broadcast to the Board or the public).
